If this is a system which has gone through upgrades you may encounter a bug as well where you have duplicate records in the database. We ended up needing to manually prune out the duplicate org networks that pointed to the external networks. They will be easy to see if you open the database and browse. This is of course assuming you have already removed these org networks from within vCloud director. I see you have removed all vApps and vms but you will also need to remove any org networks you have created that bind to that external network before you can remove it completely.
